The
project of the National Commission for UNESCO in the Republic of Moldova
The Contribution to the development and to the dissemination of knowledge
in the field of the bioethics
The
bioethics represents a very important point of growing for the philosophical
knowledge. The formation and the development of the bioethics are linked
with the process of transformation of the traditional ethic in general
and medical ethic in particular. It is because of the growing interest
for the human rights and the creation of the new medical technologies,
which provoke many acute problems that need a juridical and moral regulation.
In
the Republic of Moldova, the available information concerning bioethics
is far from being good enough and sufficient. The chair of philosophy and
bioethics (State University of medicine and pharmacology Testimiteanu),
the specialists of which teach this subject in the Institutions of
higher education and organize annual seminars and conferences on this topic,
cannot respond to the needs of popularization of the bioethics in Moldova.
Bearing
in mind the actuality of the problematic, The National Commission for UNESCO
in Moldova has opened since 2005 the project Contribution to the development
and to the dissemination of knowledge in the field of bioethics. The financial
support is accorded by the UNESCOs Moscow Office for Azerbaijan, Armenia,
Belarus, Georgia, Republic of Moldova and Russian Federation. The project
manager is Luminita DRUMEA, Ph.D., expert in social, human and natural
sciences of the National Commission for UNESCO in Moldova.
The
partners on the first stage of the project were the Internet Access and
Training Program of the US State Department, State University of medicine
and pharmacology Testimiteanu and the Center Intercultural Dialogue.
The
main purpose of the project was to contribute to the development and the
dissemination in the field of bioethics, bearing in mind the international
and national experience.
The
goals of the project:
To contribute to the amelioration of the quality of education in the field
of the bioethics;
To popularize the ideas and principles of the bioethics among Moldavian
people;
To contribute to the creation of a permanent access to the materials in
the field of the bioethics;
To contribute to the exchange of experience in the field of bioethics at
both national and regional levels;
To contribute to the preparation of knowledge in the field of bioethics
at all levels with an orientation towards concrete professions (medics,
scientific workers, jurists, journalists, teachers, parliamentarians, representatives
of NGOs, etc). An important point will be the work with young people.
In
the framework of the first stage of the project the following activities
are planned:
The
participation at the regional consultations of experts on the development
of the cooperation in field of ethic and bioethics in CIS and Baltic countries.
The
Contest for the best poster on the topic Bioethics
The
Publication and free dissemination of the best poster on the topic Bioethics
The
creation of the National center for bioethics in the Republic of Moldova.
The center will have to contribute to the creation of a permanent access
to the materials in the field of the bioethics, bearing in mind the international
and national experience.
The
official opening of the national center for bioethics in the Republic of
Moldova. The preparation and the publication of the manual The elements
of the bioethics in Russian and Romanian languages for pupils, students,
in which the following subjects are discussed: bioethics and nature, bioethics
and ecology, medical aspects of the bioethics, bioethics and human rights.
The
participation at the international conferences.
Chisinau,
12 April 2005 National Commission of the
Republic of Moldova for UNESCO launched the National Center on Bioethics
in the frame of the project: The Promotion of Bioethics Knowledge in the
Republic of Moldova.
There
were 107 invited persons on the launching ceremony, representing the Government
of the Republic of Moldova, Ministry of Health of RM, National Committee
on Assuarence of RM, Ministry of Education of RM, Ministry of Ecology and
National Resources of RM, State University of Medicine and Pharmacology
N. Testemiteanu, Moldavian State University, Moldavian State Agricultural
University, Moldavian Technical University; International Organization
with offices in the Republic of Moldova: UNICEF, Helsinki Fund, Soros Foundation,
World Health Organization; NGOs. Meeting was also attende by the Directors
of Republican and municipal hospitals, doctors, filosofians, lawyers, students,
mass-media.
Welcome
speech was presented by Professor Constantin Rusnac, General Secretary
of the National Commission of the Republic of Moldova for UNESCO
who stressed attention paid by UNESCO to the bioethics issues, taking into
account its great actuality for future development of human civilization.
The
National Center on Bioethics has the next tasks: (a) promotion the knowledge
of bioethics, based on international and national experience; (b) promotion
rising of the quality of education in the field of bioethics; (c) promotion
of the permanent access to the scientific materials in the field of bioethics;
(d) promotion exchange of the experience in the field of bioethics on national
and regional levels; (e) promotion of dessimination of knowledge in the
field of bioethics for different target groups of experts, doctors, researches,
laywers, teachers, mass-media, members of the Parliament, NGOs, etc.
UNESCO
Moscow Office for Armenia, Azerbaidjan, Georgia, the Republic of Moldova
and the Russian Federation has provided financial support for the development
of the project. The partners of the National Commission of the Republic
of Moldova for UNESCO were the Internet Access and Training Programme of
the US State Depurtment in the Republic of Moldova, the State University
of Medicine and Pharmacology N. Testemiteanu and the Center Intercultural
Dialogue.
Participants
of the meeting recieved informational materials and posters on the bioethics
issues. National Commission of the Republic of Moldova for UNESCO supplied
the National Center on Bioethics with equipment for activities in
the frame of the project.
Next
stage of the project will be the development of the web-site concerning
bioethics issues, preparing for edition, publishing and free of charge
dessimination of popular version of the book, where bioethics issues related
to environment, ecology, medicine aspects, human rights will be presented.
